Review

Shipbuilding is a complex system that consists of shipyards, manufacturers of marine equipment and materials, scientific and educational institutions, institutes, classification societies, government agencies for safety of navigation, design firms and consultants.

Shipbuilding is not only building ships, it is the design and construction of all Offshore Technology, terminal mooring and unloading of oil, and liquefied natural gas, all kinds of vessels, underwater vehicle and submarines for the supervision and control of the coastal zone and offshore and more.

In addition to a significant segment of total exports of the country, there are aspects of Shipbuilding which place that industry at the top of major strategic interest of Croatian Republic (energy and energy supply), which represents the mainstay of any real independence of the state. Shipbuilding and marine technology are the starting point for the exploitation and transport oil and gas.

Shipbuilding industry for many years is the problem of Croatian economy. Despite absolutes positive cumulative effects on business environment, previous attempts for rehabilitation haven’t given positive results due to delay in the reorganization and modernization.

Problems

All previous governments have not demonstrated orientation to problem solving in shipbuilding, or there was no real desire to resolve the problem. Government agencies engaged in shipbuilding and shipyard administration had no real power to solve problems.

Material is purchased separately for each shipyard, and contracts with suppliers of equipment and partners were unfavourable.

Given that the adverse moment in the global shipbuilding industry we need to avoid sales of the shipyards if possible.

Views on possible solutions

Segmentation, specialization and cost reducing but retaining the authority to develop and maintain own minds in the entire shipbuilding and sea technology, which serve as incubators of engineers of all profiles.

Defining a new strategy for Croatia in which the shipbuilding industry would be found as our most important export product, and at the state level, the engagement of knowledge and professional integrity of the Croatian Academy of Arts and Sciences, Croatian Universities and experts from business circles. Certainly, first step is to outline a vision, goals and strategies of shipbuilding and
marine technology.
